Why Hong Kong rather than Singapore?
Distance. Hong Kong sits far closer to mainland China, Taiwan, Japan and Korea, so North Asian traffic reaches it in roughly half the time. Singapore remains the better pick for Southeast Asia, India and Australia. If your users are in North Asia, take Hong Kong.
What latency can I expect?

No. LUKS2 encryption, confidential computing, BYOIP and reverse DNS are Montreal features, because Montreal runs on hardware we own and operate ourselves. Hong Kong is a standard VPS location.
